Will the French State renegotiate buyback contracts signed before 2011?
The newspaper Les Echos says the government is considering renegotiating the buy-back contracts granted by the government to solar energy projects before 2011 after the Court of Auditors in 2018 ruled that the incentives were too generous. The aim is to save €600m. The change would be made in the Finance Law for 2021.

New statements by the Ministry in favour of RE
Vincent Delporte, head of the office of electricity production and terrestrial RE at the Ministry of Ecological Transition, was invited to the opening round table of Enerplan's 3rd Universities of Self-consumption,
A few extracts from his speech:
- We have today, 300 MW in self-consumption,
- Our objectives have increased for the photovoltaic sector as a whole from 10 GW today to 20 GW in 2023. We need to accelerate massively to reach these 20 GW.
- Self-consumption is quite recent in the French law (2016). There is a series of decrees and orders that have been taken
- We are in a real paradigm shift. Over the last 20 years, electricity production has changed more than in the whole of the last century. We are changing society.
- There are fears and reticence on the part of some players. We need to reassure them
- First you have to experiment and then you have to expand.
- We are in the midst of a review of support systems. We are going to raise the threshold for calls for tenders, which with 100 kW is quite low today.
- With regard to the CSPE for collective self-consumption, the idea is to be able to compensate for it by the support systems.

There would be 77,572 self-consumption installations in France today compared to 50,000 a year ago. The administration is preparing several measures to facilitate the movement, starting with the 100 kW ceiling in open counters: "we are going to review this and raise the threshold", he announced.
