Having failed in its industrial plan, the Commission relies on regulation
The Commission's proposed legislation aims to achieve 'net zero' (climate neutrality through 'net zero' emissions) by 2050. It requires that the Union's production capacity for "strategic net-zero technologies" that will make a significant contribution to decarbonisation "approaches or reaches at least 40%
