CRE's call for tenders 4.4
The major phenomenon of July-August is the result of the CRE 4.4 call for tenders, which indicates a concentration of bidders around three companies Engie, Total and Urbasolar, which trust 54% of the auction which amounted to 720 MW. This result is in line with previous calls for tenders, as these three companies had obtained 41% of all four calls for tenders issued. In addition, they are widening a considerable gap with the fourth player, both on this call for tenders and on all the different calls for tenders. A selection is currently being made.

The other consequence, which has extremely important effects, is the price awarded to this CRE 4.4, which was €0.052 per kWh for installations above 5 MW and €0.062 per kWh for smaller installations. Energy users are quick to settle their accounts: if they make a supply agreement with a developer for a supply of electricity, they will get this price at worst and certainly less because of the continuous fall in the price of panels. As a result, companies such as the SNCF (France's largest electricity user with 1.5% of national consumption), Aéroport de Paris but also Engie have launched calls for tenders to obtain energy directly (remember that EDF's production cost with its nuclear power plants is between €0.042 and €0.06 per kWh). If these big users conclude supply contracts by mutual agreement with a producer, others do so without being known.

The prices
The July-August period saw the effect of the Chinese measures announced on May 31 to reduce facilities in the Middle Kingdom. The most disastrous opinions were expressed. While there is a large reduction in demand from Chinese developers, the fall in prices has been limited in the markets as producers have done everything possible to reduce their manufacturing volume : silicon producers have carried out early overhaul-maintenance of their furnaces, wafer-cell-panel manufacturers have reduced their production levels.
There are then two categories of suppliers: those who had specialised in the Chinese market who are suffering from the (strong?) decrease in demand, but there is little or no knowledge of them because they are often medium or small companies. On the other hand, international companies immediately sought sales outside China. They did not proceed with the price reductions that were taking place on the Chinese market. Depending on their international exposure, they more or less overcame the period. Some companies (LONGi, JinkoSolar, Trina Solar) do not seem to have been affected by these measures. Others, many more, presented accounts for the second quarter or the first half of the year in a sharp decline (GCL Poly, Risen, Eging). Some even recorded losses (Hanwha Q-Cells, Solargiga, Suntech, etc.).

THE WORLD
China will still influence the photovoltaic world in 2018
As China has installed more than half of the panels on its soil in 2017, the global 2018 installations are very much dependent on what is and will be done in that country. In China, installations in the first half of the year were 24 GW in the first half of the year (= to those in the first half of 2017), but with government decisions on May 31 that eliminated large ground-based power plant installations and limited (in effect, stopped) the installations distributed from that date. This decision caught not only the manufacturers in the panel sector, but also the developers by surprise... We do not know exactly what will be installed in the second half of the year; we do not know how many sites will be completed and abandoned. It is likely that some sites will be completed: their production will be sold to direct users without state subsidies.
Faced with the turmoil caused by this political decision, every company is trying to react. The government has proposed a concerted action to impose the sale of panels abroad and to organise the creation of solar power plants with the help of public bodies that can facilitate the signing of contracts... Hence the creation of an International Investment Alliance for Renewable Energies. We can therefore expect a coordinated Chinese offensive in the world on photovoltaic installations over the coming six months.

The month of June was marked by the end of the debates on the Multiannual Energy Programming (MEP). Ademe published its proposals for a 30% reduction in French energy consumption by 2035, which means doubling the share of renewable energies by 2028, in conjunction with a 70% increase in RE production compared to 2016.
