European agreement to reduce energy consumption in buildings + CRE recommends a system to monitor consumption

Members of the European Parliament and the Spanish Presidency of the Council have reached an agreement to reduce energy consumption and greenhouse gas emissions from buildings. Member States will have to deploy

Member States will progressively install solar installations in public and non-residential buildings, depending on their size, and in all new residential buildings by 2030.

Member States will adopt measures to decarbonise heating systems and phase out fossil fuels in heating and cooling with a view to phasing out fossil fuel boilers completely by 2040. Member States will also have to stop subsidising stand-alone fossil fuel boilers from 2025.

Exemptions

Agricultural and heritage buildings may be excluded from the new rules, while EU countries may decide to also exclude buildings protected for their merit.EU countries may also decide to exclude buildings protected for their special architectural or historical merit, temporary buildings, and churches and places of worship.

The next steps

The informal agreement must now be approved by the Parliament and the Council to become law.

The French energy regulator, the Commission de Régulation de l'Energie, wants large commercial buildings to be equipped with consumption management systems. Very few of these buildings have an electricity offer that is differentiated according to the time of year, encouraging people to modulate their consumption. If these buildings were better managed, 6 GW could be saved during peak full stops. This potential must be exploited, especially when photovoltaic energy is produced during the day.
