Raising prices on calls for tenders! What's happening?

In the first tender in 2019 in Germany for photovoltaic installations of more than 0.75 MW on buildings or on the ground. 178 MW were awarded at a price of € 0.048 per kWh, compared with € 0.048 per kWh in the first tender in 2008.
