The Ministry announces the launch of a competitive call for tenders for wind and solar energy.

An experimental call for tenders of 200 MW is launched to assess the competitiveness between the ground photovoltaic and onshore wind energy sectors. It will make it possible to identify the advantages and disadvantages of this competitive bidding process. Support for the projects will take the form of additional remuneration and selection will be made solely on the basis of economic competitiveness criteria.

* What is the state of the industrial activity of dismantling lithium-ion batteries?

The Chinese administration has introduced a set of measures for the dismantling and recycling of used batteries from electric vehicles. The volume of used batteries, mainly lithium-ion batteries, will increase from 10,000 tonnes in 2016 to 120,000 or even 170,000 tonnes in 2020.

The market value of metals recovered from used batteries is estimated at $803 million in 2018, double that in 2020 and $4 billion in 2023. They contain nickel, cobalt, aluminium, manganese and iron, but their recovery requires various chemical treatments that are difficult to automate. Read more by clicking on the title.

Lower platelet prices and weak demand in China have influenced the cell market. The decrease is different for mono and polysilicon cells, and depending on their destination. The decline in

polycrystalline cells was sensitive because they are intended for the Chinese domestic market. Monosilicon cells fell less because their price had fallen in December and because demand in Japan increased after January. Read more by clicking on the title.


* The prices of 5 January by Digitimes

Polycrystalline silicon on the Chinese market currently costs 155-156 RMB (US$23.7-23.8) / kg. This price is not expected to change until mid-February 2018, mainly because supply is tight,

GCL-Poly Energy Holdings, China's largest producer of polysilicon solar wafers, has cut the price of its diamond-cut wafers by 0.10-0.15 RMB to 4.40-4.55 RMB. It will remain stable until mid-February. A 180-micron thick monosilicon wafer is currently priced at 5.40 RMB; a 190-micron wafer is priced at 5.55 RMB.

The price of polysilicon photovoltaic cells made from diamond-cut wafers is 1.67 RMB / W. Solar cells using wafer wafers are priced at 1.69 to 1.70 RMB / W. Monosilicon solar cells are 1.69-1.70 RMB / W.

Prices for polysilicon and monosilicon PV panels are 2.70-2.75 RMB / W and 2.80-2.85 RMB / W respectively.

The European Commission signed the new anti-dumping legal framework on 13 December. The changes were formally approved by the European Council on 4 December, after the European Parliament adopted the new directives in mid-November.

These new rules provide greater legal certainty for anti-dumping measures. On the one hand, economic issues are now included in trade defence legislation. On the other hand, China has not been granted market economy status by the European Union in 2016 (15 years after its accession to the World Trade Organisation). The United States International Trade Commission (USITC) has submitted its report to President Trump. It is consistent with the Section 201 petitioners. It is expected to urge the president to impose tough sanctions on solar imports before the January 26 deadline. The report accuses
