The renewable energy bill has been passed by the National Assembly

On 10 January, the French National Assembly voted by a narrow majority in favour of the bill to "accelerate the production of renewable energy", known as the ENR bill.

The main measure is the obligation to install

photovoltaic shading on car parks with a surface area of 1,500 m² or more. It will apply to at least half the surface area of car parks in supermarkets, shopping centres, industrial sites, hospitals, logistics zones, etc. It should enable around ten GW to be commissioned fairly quickly, thereby accelerating the deployment of solar energy in France.

The Syndicat des énergies renouvelables (SER) welcomes the provisions that now represent real progress : clarification of the role of local elected representatives, unconditional recognition of the imperative reason of major public interest (RIIPM) for renewable energies, introduction of monitoring indicators to steer the development of the various sectors under the aegis of a prefectoral referent, creation of a fund to finance the development of renewable energies.gide d'un référent préfectoral, création d'un fonds de garantie pour construire les projets sous recours, planification de l'éolien en mer, facilitation de l'accès au foncier artificialisé pour le solaire, adaptation des schémas de raccordement régionaux.

Other points, on the other hand, represent real setbacks such as the discriminatory regulatory regime - different from that applicable to all other economic activities! - for solar projects in forest areas.

The deputies did not adopt the senators' proposals These include maximum time limits for declaring a dossier complete, a framework for dealing with abusive litigation along the lines of what exists in town planning law, reassurance given to local councillors that solar projects will not count towards their artificialisation quota in the future, etc.
