A second critical opinion on REPowerEU: Europe's energy security is not sufficiently guaranteed
German consultancy Agora criticises the project
to place additional emission certificates on the market. By doing so, the Commission risks "a lose-lose result for EU climate policy" by making it more profitable to operate coal-fired power stations, particularly in Eastern Europe, and by weakening incentives to invest in renewable energies and energy efficiency. He is critical of the REPowerEU plan.
Generally speaking, according to Agora, the Commission "places too much emphasis on diversifying the supply of fossil fuels and on new investment in fossil infrastructures. It attaches too little importance to short-term initiatives in renewable energies or heat pumps, which will sustainably reduce demand and the EU's overall dependence on fossil fuels".
The Commission "has missed the opportunity to simultaneously strengthen Europe's energy security and achieve Europe's climate goals."
"Agora calculates that around €100 billion ($105 billion) of additional funds would be needed to achieve the REPowerEU objectives.
