What kind of photovoltaics for France?

The public debate surrounding the 1 GW solar platform in Gironde has just come to an end. Now we have to wait for the conclusions of the Commission Nationale du Débat Public (National Commission for Public Debate) and the enquiry.

public consultation, which is due to reach a decision by the end of 2023.

The project has been fiercely opposed by a number of NGOs, which condemn the use of land that has not already been developed. Their arguments are set out in a document available online. The National Commission is due to present its conclusions in March 2022.

The project owners (Engie, Neoen and RTE) will have until June 2022 to respond to the commission's observations, which will be completed by public enquiries by the end of 2023.

Editor's note It will be interesting to analyse the outcome of this consultation. It is understandable that a 1 GW plant will provide energy at an unbeatable price. The developers have an interest in obtaining planning permission.

Depending on the outcome of the enquiry, either the NGOs, always noisy and certain of their rightful place, win and they will gain renewed legitimacy to oppose any solar power plant project of any consequence. France will have to have small production areas with a relatively high price per kWh that will not be able to break away from the price of nuclear kWh, which is currently the case.

Or the project is accepted, and environmental protection as seen by NGOs will come to a halt. This first project could be followed by others, such as the one in the Causses, which was abandoned because of opposition from local residents.

There remains a third alternative, that of approving the project but blocking work on it, as was the case with the construction of Notre Dame des Landes airport near Nantes.

If you exaggerate a little, the conflict is about the future of photovoltaics in France.

A 300 MW agrivoltaic project, which can be increased to 450 MW by adding storage capacity, is currently being studied in the Landes region. It involves 35 farmers and the Aquitaine-based developer Green Lighthouse Développement (GLHD). Farmers are being encouraged to adopt photovoltaic systems because their water is polluted by nitrates and plant protection products. Solar energy will provide part of the farmers' income
