Decree on collective self-consumption in low-cost housing

On Wednesday 7 July, the Journal Officiel published decree no. 2021-895 of 5 July 2021 on collective self-consumption in low-income housing. This text

provides the modalities for informing tenants of low-cost housing and specifies their right to withdraw from a collective self-consumption operation.

The landlord must inform the tenants of the project, its operating procedures and its consequences for the tenants wishing to participate. Within 30 days, the presentation document must be posted and given individually to each tenant. The latter may express his refusal within thirty days of this handing over.

When a new tenant arrives, he/she must be informed at the latest when the lease is signed. As of the signing of the lease, the tenant has fourteen days to inform the lessor of his refusal to participate in the collective self-consumption operation, under the conditions set out in Article R. 315-14.
