Germany prepares for the post-EEG period

Germany is considering modernising its PV tenders for the next seven years (2028). The current draft of the document would provide for the installation of 13.5 GW

for large power plants and 5.3 GW for rooftop installations, with a minimum of 1.9 GW and a maximum of 2.8 GW per year. The new law, which would replace the EEG, would enter into force on1 January 2021.

Roofing tenders would apply to systems above 500 kWp and would be specific to rooftop systems. Smaller systems would benefit from a feed-in tariff. The maximum price for roof-top systems would be €0.09 / kWh. The maximum price for large plants would be €0.059, with the maximum size increasing from 10 MW to 20 MW.

PV projects coming to the end of their 20 years of FIT tariffs would be entitled to a special tariff as the government recognises that direct sale on the spot market is not yet profitable.

The project would follow Germany's main objectives: making the country gas neutral by 2050; the target of 65% RE in electricity consumption; 100 GW solar. The target for onshore wind power is 71 GW; the target for offshore wind power is 20 GW.

Editor's note Modernising the rapidly changing legal framework for photovoltaics is tricky: either you restrict too much, or you leave too much construction with a windfall effect.
