The dossier on the multi-annual energy programming (MEP) presented by the Huglo-Lepage cabinet is particularly detailed and illustrated with numerous graphs. It enables an understanding of what is at stake, how and to what extent the cost of electricity will be controlled, and what investment effort each scenario assumes between now and 2035.

We present below the conclusion because it is impossible to summarise the document: we encourage readers interested in the subject to refer to the entire message.

* TheEPPdebateis centredon two scenarios, VOLT and AMPERE, which have the advantage of being the most economicalin terms of CO2 emissions but which are based on a very high level of electricity exports.

* In a context of limited exports and the implementation of a voluntarist energy efficiency policy, the WATT scenario seems to require more attention.

* The main weakness of this scenario (increase in CO2 emissions dueto an increased need for thermal energy) could be fully offset by more massive support for renewable gas as envisaged in the RES, ADEME and leading industrial companies such as GRDF and GRTgaz scenarios.

At the same time, it seems relevant to periodically review the deployment objectives of the RE mix technologies (solar, onshore wind, offshore wind, etc.) according to the evolution of their cost price.
