The charge for the use of the Belgian network appears to come into force on 1 October.

The Walloon Energy Commission (Cwape) wants to introduce a fee for the use of the grid by owners of small solar installations (but also wind, hydro and cogeneration plants) from 1 October. The aim is to introduce a fair contribution by all Walloons to the financing of the distribution network.

The Council of State criticised the Walloon government for encroaching on the regulator's powers.

The Walloon government is planning a budget of €242 million to offset the fee imposed on energy producers by the Cwape decision. This fee, which is also intended to make owners of photovoltaic panels finance the costs of networks, should represent an average of €450 more per year for Walloon households with solar power. In 2020 and 2021, a premium will be paid to these owners, which will fully offset the effects of the fee. Over the following two years, this compensation will fall to 54%.
