30 Bn € are dedicated to the ecological transition in the French recovery plan

Out of the €100 billion French recovery plan, €30 billion is devoted to the ecological transition.

A°) 2 billion is devoted to the development of hydrogen over the period 2020-2022. 7.2 billion € will be

by 2030 to support R&D and industrial projects for the development of electrolysis. The specific measures of this new hydrogen plan will be presented on 8 September.

Enerplan considers that solar energy is an asset for the nation, and the production of green hydrogen.

B°) 7 billion € will go to the building sector. The emphasis will be on renewable heat. Enerplan insists on the integration of self-consumption within buildings, the direct carbon economy, and the reduction of charges for the occupants of buildings made more efficient through insulation. According to the union, regulations are urgently needed to facilitate the use of solar electricity for all buildings (feed-in tariff up to 500 kW).

The SER welcomes "the additional resources that will be deployed to speed up the renovation of buildings". It points out that "a sustainable recovery will necessarily require continued and increased support for renewable energies".

C°) 11 Bn € are allocated to transport: 4.7 Bn € for the rail network, 0.1 Bn € for the installation of terminals for electric vehicles, in order to reach the already set objective of 100,000 terminals by 2021. 0.17bn for river infrastructures; 0.2bn for the electrification of seaports to enable ships at berth to be connected to the network.

NDLR The breakdown is not precise; out of the €30bn, €4.8bn are not allocated; out of the €11bn allocated to transport, €5.8bn are not tracked (half of the envelope). For the moment, it is impossible to determine a more precise allocation of these amounts.
