China defines its PV policy for 2020
China's subsidy policy has just been published. An envelope of RMB 1.5 billion ($214 million) has been allocated (half as much as in 2019). One third goes to residential PV, 1 billion RMB to residential tenders and supermarkets).
The National Energy Administration (AEN) has defined the rules
authorisation for the construction of photovoltaic projects, including the tendering system for distributed photovoltaic projects and utility projects seeking financial support from central government.
Similarly, purchase prices have been defined. In 2020, the PV guide prices of power utilities have dropped from 0.05 RMB/kWh to 0.35 RMB, 0.40 and 0.49 $/kWh for zones # 1, # 2 and # 3. The subsidy for residential PV and some distributed PV fell by 0.1 CNY / kWh and 0.05 CNY / kWh, respectively, with decreases of 50% and 56%, respectively.
Developers have until 15 June to submit their projects to local NEA branches for tendering. Residential PV does not require bidding and can begin construction immediately.
The profession will be able to develop projects knowing the rules.
